wondering, as a replacement for my TracRac, I was looking at part # Y01162 eye bolts for Yakima HD bar I was using TAPI-11019 before, but would like something more like this Is this compatible?

Yes, the Eye Bolts # Y01162 can be used on the crossbars of your Thule TracRac TracONE Ladder Rack # TH27000XT-TA on your 2013 Toyota Tacoma.
The eye bolts are designed to fit into the T-slot on top of the crossbars similar to how the Tie-Down Loop # TAPI-11019 connects using a T-Bolt # HD-80122.
