Will the Hollywood Racks RV Rider Bike Rack work with a Swing Away Hitch Extender

Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes - 2inch Hitches - Frame Mount Can this rack be used with a swing it hitch extension? I know the extension has to have proper weigh rating. I will install on transit high top xlt Thank you
