Yes, we using the Roadmaster Tow Dolly with Electric Brakes - 4,250 lbs item # RM-2050-1 the towed vehicle's steering must be locked. Here is the step in the instructions straight from the owner's manual:

15. The towed vehicle’s steering wheel must be locked or otherwise secured when towing. Failure to lock the steering wheel will allow the towed vehicle to pivot on the bed, causing it to hit the fender and wheel assembly of the dolly. Severe damage will result to both vehicles.
