I found a copy of the owners manual online for the 2001 Chevy Tracker and found that you can flat tow it (see section 4-44 in the owners manual). There are specific procedures outlined in the manual that you will need to follow. There are at least 5 items you will need to flat tow the Tracker.
First you will need base plates like # 1012-1. The base plates provide a safe and secure attachment point for the tow bar, which is the next item you will need.
For a compatible tow bar I recommend the Roadmaster Falcon 2, # RM-520. This is a popular tow bar and has plenty of capacity for your tracker.
Next you will need safety cables. Cables serve the same purpose as safety chains on a trailer: they are a fail safe so should the vehicle become disconnected from the motor home or other tow vehicle, the cables will keep it attached until you can stop. I recommend coiled cables # RM-643. The coiled design helps keep the cables off of the ground.
Then you will need a lighting solution. I recommend the diode kit # 154-792-118158 because with it you will not need a brake light relay to use with a braking system and once you have it installed you will not have to mess with it again.
And finally, most states now require a supplemental braking system on the vehicle being flat towed. I recommend the Even Brake proportional system, # RM-9400. It applies the Trackers brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles. A 12 volt outlet kit, # RM-9332, is also recommended to plug the braking system in to.
I have included a couple of helpful links on flat towing for you to view.
