New to Pacific Northwest and law requires chains to be carried on mountain passes even for AWD, but do I need chains for for 2 OR 4 tires to navigate snow safely?

You'll have to check with the local area laws but it should be just a single axle and on the primary drive axle which should be the front axle on your 2018 Subaru Forester. I checked and for both sizes of tires that your 2018 Subaru Forester would come with 225/55-18 and 225/60-17 the Thule chains part # TH01221104 are a confirmed fit.
If you wanted something easier to install the Easy Fit chains part # TH04115104 install in a matter of seconds and doesn't require crawling around in the snow.
