No, you will not need to remove your bumper to install a hitch like the etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish # e75ZR. The only step that involves the bumper is one that requires you to to remove to fascia tabs which can be done without removing the bumper. I went ahead and attached a video of a 2020 Highlander that walks you through the installation process. The procedure on your 2022 model will be nearly identical to this installation.
If you are planning to tow with your Highlander, I recommend the Curt Towing Starter Kit for 2" Hitches - 2" Ball - 3/4" Rise, 2" Drop # C45534 along with a 4-way wiring harness # TK99FR (if your Highlander doesn't have one installed already).
