can a Hand Brake/Parking Brake cable be used with these brakes AKEBRK-35-SA?

The etrailer brand # AKEBRK-35-SA 3.5K brake assemblies aren't compatible with parking brakes, but we do offer a 10 x 2-1/4 inch 3.5K brake assembly kit that is.
You'll want to use the Dexter Axle # K23-086-087-00 brake assembly kit which includes the right and left brake assembly, the mounting hardware and the mud and crud plugs that cover the brake adjuster holes.
