I have a welded on coupler. Can cut it off , and grind off weld, and replace with bolt on?

Yes, so long as you have a standard a-frame trailer you will be able to replace your current welded on coupler with the Demco 50-Degree A-Frame Trailer Coupler w/ Jack Hole - eZ-Latch - Zinc - 2-5/16" Ball - 21K item # DM13205-95. I have attached a photo with detailed dimensions for a standard 50-degree A-Frame coupler so you can confirm compatibility with your trailer.

To install the Demco A-Frame Trailer Coupler item # DM13205-95 that you referenced, you will want to use 3/8 inch, grade 5 bolts , approximately 1-1/2 inches long. You will want to use 5 of these bolts per side for a total of 10 bolts.
