I have a roadmaster sterling tow bar. It came with the round steel pins that twist lock into the base plate on the vehicle and are released by pulling a metal ring and twisting the pin out to remove it. What base plate do I need to use this on a 2016 Traverse / and what fuse disconnect kit do I need for this car.

From the photo you provided it looks like your Roadmaster Sterling tow bar # RM-576 has adapters for Blue Ox base plates installed # BX88262, so you'll want to use the Blue Ox Base Plate Kit - Removable Arms # BX1706. These Blue Ox base plates will connect to the Sterling tow bar that you've shown.
The fuse bypasses you'll need for a 2016 Chevy Traverse are the Roadmaster FuseMaster Fuse Bypass Switch for Towed Vehicles - (2) 20-Amp ATC/ATO Fuses # RM76514 for the ATO/ATC fuses and the Roadmaster FuseMaster Fuse Bypass Switch for Towed Vehicles - 50-Amp FMX Fuse # RM-76517 to bypass the FMX fuse.
