can I tow while using the xs saver tune on my 1999 F-250

Yes. There's no reason that you can't tow while in the fuel saver mode on your SuperChips # SU1845 and it won't damage the vehicle, but you'll likely get better performance while using the "Tow" program. The only tunes you can't tow in is the Performance or Extreme mode.
