Is the prodigy P3 #90195 compatible with the Hydrastar EOH, brakes not working but done a battery test and pump works.

Yes, the Tekonsha Prodigy P3 Trailer Brake Controller # 90195 will work with both of the HydraStar Electric Over Hydraulic Actuators Disc # HBA16 or Drum # HBA-12.

You will want to ensure that the Prodigy P3 is set to the correct brake type in the setup screen. I have linked a copy of the instruction below for a more visual reference on page 4. To set the correct brake type you will press the menu button on the bottom right of the controller face. Then arrow down to the Brake Type option, select the Menu button to confirm your selection. Set brake type to Hydraulic and confirm with the menu button. Finally confirm again with the menu button. You should see a H (hydraulic) in the lower left portion of the screen. If it shows E (electric) after you changed it in the menu you may have something internally wrong with the controller.
