Question:
The assembly rotates freely but the retaining balls dont seem to release. The release level is currently in the unlock position although you have to tap the assembly to get it to rotate back around to lock. I have tried spraying break free around the base and down the locking mechanism shaft. Tapped it with robber mallet all around. Any other suggestions to free it from truck? It is a 2019 F350 and the curt ball is only two years old. It normally removed when not in use. It had been installed for about two weeks on a trip.

For your stuck Curt gooseneck ball # C60692 on your 2019 Ford F-350, there truly isn't really much more you can do other than using lubricant, tapping it with a mallet, and old-fashioned elbow grease. You might try and apply some heat to the base, and spray lubricant from underneath to the base as well if possible. Also apply a LOT of lubricant and let it sit overnight or for a long period of time to try and loosen it up. This is unfortunately all too common and there just isn't a secret or magic cure for this, as nice as that would be.
I can't stress enough how much of a pain the gooseneck balls with the tabs on top are and I very strongly recommend ditching that ball and using the B&W gooseneck ball with a handle as it is a higher quality and far, far easier to remove:
