Question:

In the drawing it shows a oblong hole in the bottom of the frame rail my truck doesn’t have a oblong hole in the bottom it only has the hole for the tow hooks

The Blue Ox Base Plate Kit, # BX1712 that you linked to does not match with your 2002 GMC Sierra because it is for a different platform and year range. The # BX1712 is for the 1990-1998 GMC C/K Series.

What you need is the Blue Ox Base Plate Kit, # BX1633.
