The eZ-Latch surge coupler transmits braking signals so there is no need to buy a separate brake controller or 7-way plug. You are also going to need Demco Kar Kaddy Tow Dolly License Plate Bracket # DM39VR so you can tow safely and in DOT compliance. Additionally, the Demco Kar Daddy has a towing capacity of 4,800lbs and your 2017 Ford Explorer has a curb weight of 4,600lbs, be sure you are careful not to overload the dolly.
I also want to note that I did verify per the owner's manual the 2017 Ford Explorer with 4x4 CAN NOT be flat towed and that the front two wheels must be on a vehicle dolly for transport. I highly recommend you verify yourself first before committing.
