Can st225/75r15 rims replace 7.0015 rims

Yes, the ST225/75R15 can be used as a replacement as long as your current wheels are 6" - 7" wide. You will want to verify this by measuring your current wheels. ST225/75R15 tires are 28" tall and 9" wide where your 7.00-15 tires are 29" tall by 8" wide.
If your wheels are narrower than 6" you will need to replace them, and the correct replacement will be dependent on the bolt pattern of your current wheels. You will want to use the included help article to measure the bolt pattern of your current wheels to confirm this.
For example if you have the 5 on 4-1/2" bolt pattern then I recommend the Dexstar Steel Mini Mod Trailer Wheel # AM20545 which is 15" x 6" wide, or if you have the 6 on 5-1/2" bolt pattern you would want the # AM20535.
If you do not already have an ST225/75R15 tire then I recommend the Karrier ST225/75R15 Radial Trailer Tire - Load Range E # AM10303 as it is a very high quality tire with an 81 MPH speed rating and a 1-year worry free guarantee and 5 year limited warranty.
I included videos of the products mentioned of you to take a look at.
