We have a VW Jetta 2015 1.8 CL 125 type 163WR1 Other specifications are in photo Can we flat tow this ? If so what parts do we need ?

While many vehicles will have base plates and other components available, only some trim levels are able to be safely flat towed. The OEM is final word on what conditions are needed and what trim levels can be safely towed. We always recommend that you review your vehicle specific owners manual for this information as the OEM is the authority on if a vehicle they manufactured can be safely towed and how.
If you can tow your particular vehicle, you'll need base plates, safety cables, a tow bar, a wiring harness/indicator lights, a supplemental braking system and possibly a high/low adapter.
For base plates, use Blue Ox Base Plate Kit, # BX3831 as this is identified for 1.8L engine with or without adaptive cruise control. For a tow bar, I recommend the etrailer SD Non-Binding Tow Bar for Blue Ox Base Plates, # e47ZR. These telescoping, self-supporting arms make for fast, easy hookup and are self aligning and include the needed safety cables.
For wiring, there is not a custom fit, plug and play type harness for the 2015 VW Jetta. You can use the Roadmaster Universal Hy-Power Diode Wiring Kit, # RM-152-1676-7. This lets you wire your vehicle to accept your RV's tail, brake, and turn signal lights for flat towing. Note the attached link to product review and installation video. The second option, and what I suggest, is the Custer Wireless LED Tow Bar Light - Weatherproof - Magnetic Base, # LIW-LDTL. This weatherproof LED tow bar light provides stop, tail, side marker, and turn functions for your towed Volkswagen Jetta. The wireless design eliminates cords for hands-free control, magnetic base provides secure grip. It has a rechargeable battery.
I suggest the Blue Ox Patriot Portable Braking System, # BLU37TR for supplemental braking needs that are required by law. You will also need the 12 Volt Outlet Kit, 20 amps to go along with this, # RM-9332.
