what is the difference between the Curt #56163 and #C59496. Both show available for the same model.

The main difference between the Curt Modulite Wiring Harness, # C59496, and the Curt T-Connector Wiring Harness, # C56328, is that the T-Connector harness, # C56328, simply plugs into the factory tail light connectors at the back of the tail light assemblies. The Modulite Harness, # C59496, needs to be hardwired into your vehicles tail light circuits.
I recommend using the T-Connector Harness # C56163 because you will not need to cut or splice into your vehicles tail light wires. Both wiring harness require that the black power wire be ran directly to the vehicle battery, so I attached an FAQ article that should help. You do not want to splice this wire into a power accessory wire, only to the positive post of the vehicle battery.
