Question:
I noticed that one side has a load range c tire and the other side has a load range d tire. Both are 185-80-13d size. The last time the trailer was inspected they put the load range c tire on. The load range d is max 1820 lbs at 50 psi and the load range c is max 1480 at 50 psi. Given the gvwr of 3350 should both tires be load range d?

Unless you find yourself in an emergency situation and have no choice, you'll want to make sure that the load ratings of your trailer tires are all the same, and that their combined weight capacity or rating meets or exceeds the GVWR of the trailer.
Your Load Range C tire is currently being overloaded, unless the as-towed weight of the trailer is less than 2960 lbs.
I would recommend replacing your existing load range C tire with a load range D tire like the Kenda # AM1ST79 if you're running bias ply tires or # AM10208 if you're running radials. You can always save the load range C tire you have as an emergency spare.
