Question:
I’ve gotten everything lined up as high as I can, but the built in bolt extending from the driver side frame does not go through the hole in the receiver it is in the wrong place. How should I proceed?

The issue you are having with the # e98903 hitch holes not lining up correctly on your 2018 Chrysler Pacifica is likely due to the hitch being bent. Sometimes a hitch gets slightly bent during shipping, which may result in misalignment during installation.
I would inspect the hitch and make sure there are no cracks, chipped paint, or stress marks. These are signs that the hitch may have flexed enough to be considered unsafe and should be replaced. Assuming that is not the case, the trailer hitch can be flexed back into position. After you bend the hitch back, you will want to inspect it again to make sure it is safe for use.
I have attached an installation video for your reference as well as a helpful article explaining several different methods that may be used to bend the hitch back in to place.
