On the Sumec jaguar wheels how do you remove the hub cap? Is there a removal tool?

That said, most hub caps like the Americana Trailer Wheel Center Cap part # AM90175 which is a fit for the above require removing the wheel to remove the hub cap. There is no tool needed.
