My trailer’s backing plates have carpet on them for the boat to skid on, can this be done on these fenders?

It sure can!
The backing plate on the Single Axle Trailer Fender w/ Backing Plate - Steel - 14" to 15" Wheels - Qty 1 # HP36VR you were looking at measure 12" tall as shown in the included diagram so you will just need to select marine grade carpet that is 12" or close in width.
I recommend the CE Smith Deluxe Marine-Grade Carpeting for Bunk Boards - Black - 18' Long x 18" Wide # CE11349 which is 18" wide so you will have plenty of material to work with.
