The Stromberg Carlson Trailer Tray Cargo Carrier Item # CC-255 measure 29" high from the mounting brackets to the bottom of the tray and is about 32" wide. The propane tank is about 24" tall x 12.5 wide so you should have plenty of room for the 30-33lb tanks under the tray. You are correct in saying the hard tank cover would not be able to be removed if you installed the tray over the top. I recommend going with a soft cover which would make it easier. I have included a link to the different covers we offer.
