Question:
I have a 1997 Chevy Tahoe LT 4x4 that I need to add a front hitch for my surf fishing box to slide in. According to the picture of the 31042 model that is designed to fit my vehicle, the 2inch center receiver sleeve is centered below the main hitch itself and is welded on the bottom of the square tubing of the hitch bar...is that correct? I am needing it to be on the bottom of the frame of the hitch due to I need two more receivers welded on the bottom side of the frame bar so all receivers will be in line with each other to accommodate my fishing rod box

You are correct that the Curt Front Mount Trailer Hitch Receiver # 31042 you were looking at is confirmed to fit your 1997 Chevrolet Tahoe 4x4 and does have the receiver welded to the bottom of the crosstube.
You could in theory weld two more receivers to the crosstube using the Buyers Products Black Receiver Tube 2" I.D. # 337RT25808B, but that would void the warranty of the hitch. You would also need to be careful to not overload the 500lb vertical load limit of the hitch it self.
I included a link to the written instructions of the # 31042 for you to take a look at.
