Question:

I need to mount a dually spare tire on my RV but cannot use the hitch since I am towing a car. What do you suggest?

We have just what you need.

As long as you are flat towing the car with your 2017 Ford E-Series Cutaway RV and are not trailer towing I recommend the Roadmaster Hitch Mounted Spare Tire Carrier w/ 2" Receiver Opening - 2" Hitches # RM-195225 which will fit in your trailer hitch receiver and work just fine with your dually spare, and will still allow you to flat tow your car due to its 10000lb flat towing capacity and 400lb tongue weight rating.

If you are trailer towing you will need to add a front mount trailer hitch receiver # 65053 and mount the # RM-195225 in that instead.

Since your RV does not have a 4" bumper there is not any other options for you.
