Question:

My van sits low to the ground and the camper hitch is 20 inches off ground can I flip the L shape weight distribution so it gives me more clearance?

You absolutely can use the shank of the Curt # C24UR weight distribution system in the rise position. When the shank is flipped to the rise position, you'll get a maximum rise of 10-1/2 inches. This system is designed for trailers with tongue weights up to 1000 lbs, so it might be too highly rated for the camper you're pulling.

I'll link to a help article that explains how to find the fully loaded and ready to tow tongue weight of your camper, which is the figure you'll want to know in order to make the correct choice.

I believe a system like the Equalizer # EQ37060ET which is good for trailers with tongue weights up to 600 lbs would be better suited, assuming you find your tongue weight is below 600 lbs, which is a pretty safe bet given the 3500 lb towing capacity of your Sienna. This system provides a rise of up to 7-1/2 inches which at its highest setting will accommodate a trailer coupler height of around 17-3/4 inches. You'll also need a trailer ball like # A-90 for a 2 inch ball or # 19286 for a 2-5/16 inch ball.

You might also consider a friction sway control unit like # 17200 which will help resist trailer sway caused by crosswinds and turbulence from passing and oncoming traffic.
