Hi can you tell me the smallest wheel I can put on a 12inch brake hub?

A 14-1/2 inch wheel is the smallest diameter wheel that will work with a 12 inch brake drum. If you try to go smaller, the drum won't fit into the wheel far enough for the wheel studs to go through the wheel.
If you're needing a wheel with a 5 on 4-1/2 inch bolt pattern like the # AM20151 you'd looked at, you'll need to go with a 15 inch wheel like # LHHA315 which is a silver powder coated modular wheel like the wheel you'd looked at.
