what is the length of each leg of the fender from the lower edge to the midpoint of the radius?

I went out into our warehouse and measured an etrailer Trailer Fender # HP76VR and found that from the ground straight up to the midpoint of the radius it measures 17-3/4 inches and measured from where the leg touches the ground to the midpoint of the radius it measures 19 inches.
