Can I mount the Demco recon 8550045 on top of a padded bed rug or does it have to be set right on the box itself?

The Demco Recon 5th Wheel Trailer Hitch # DM8550045-5W that you referenced would require direct contact with the truck bed underneath it. You'd have to cut out a bed rug or mat installed in the truck bed to allow the hitch to install.
