There are quite a few Blue Ox base plate options for your 2013 Fiat 500, but the correct one is dependent on the model of your vehicle, but all of them require your 500 to have the manual transmission as the owner's manual for your vehicle says only the manual transmission versions can be flat towed.
If you have the Lounge or Pop model you will need the Blue Ox Base Plate Kit - Removable Arms # BX2801, if you have a Sport model you will need the # BX2800, and if you have an Abarth model you will need the # BX2805.
To complete your flat towing setup you will need a tow bar, safety cables, tow bar wiring, a supplemental braking system, and possibly a high-low adapter. My recommendations are as follows:
Tow Bar: Blue Ox Alpha 2 Tow Bar # BX7380 (comes with safety cables)
Tow Bar Wiring: Roadmaster Diode 7-Wire to 4-Wire Flexo-Coil Wiring Kit # RM-15247
Supplemental Braking System: Blue Ox Patriot # BLU37TR W/ 12v Outlet Kit # RM-9332
You may also need a high-low adapter to level your tow bar to your tow vehicle so I have included a link to a helpful article that goes over how to measure for the correct adapter, and a link to all of our high-low adapters for you to take a look at.
If you Fiat 500 has an automatic transmission, you will need to use a tow dolly like the Roadmaster Tow Dolly with Electric Brakes - 4,250 lbs # RM-2050-1 instead. You will also need to add a 7-way connector to the tow dolly using # PK12706.
It is always a good idea to check the recreational towing section of your vehicle's owners manual for any flat/dolly towing restrictions, and for any special steps required to make your vehicle ready to be flat/dolly towed.
I included videos of the products mentioned for you to take a look at.
