There are a few things to look at when trying to remove the Thule EasyFold XT Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches - Frame Mount # TH903202.
You first want to make sure the locking knob is unlocked; to do this just insert the key and unlock it so that the knob can be loosened or tightened (The knob will free spin if it is not unlocked). Loosen the knob all the way and make sure to disconnect the hitch pin on the receiver so that nothing should be keeping it locked to the receiver. At around the 10:10 mark in the video I attached, you will see the process of removal. It sometimes helps to wiggle the receiver up and down when trying to remove it.
Another thing to keep in mind is that if it has been in the receiver for quite some time then it may help to spray some lubricant into the receiver opening and the hitch pin to loosen things up. If you are still having trouble removing the Thule EasyFold bike rack then let me know and I will be happy to look more into the issue and determine the culprit.
