Hi there, I broke the front arm of this rack. Can I replace it with this part? Or do I need to buy the entire front track and arm?

It looks like you have the standard version, the Yakima HoldUp # Y02443. The replacement front arm # 8880833 is only for the HoldUp EVO # Y02479 bike rack. You are correct that in your case, you will need to replace the entire front wheel assembly # 8890280.
