I have another option for you, but there is not a base plate kit that is confirmed to fit your 2013 Lexus ES 300h due to Lexus stating that your vehicle cannot be towed with 4 wheels on the ground.
Instead I recommend using a tow dolly like the Demco Kar Kaddy X Tow Dolly w/ Disc Brakes - Tilt Bed Frame - 4,800 lbs - Wide Tread # DM9713093 which will work with the 62.5" track width and 3660lb weight of your 300h.
As long as your 300h has the factory 215/55R17 tire size you will be able to use the included wheel straps.
To tow the # DM9713093 your tow vehicle will need to have a ball mount with a 2" hitch ball so I included a link to a helpful article that goes over how to measure for the correct ball mount, and a link to all of our ball mounts for you to take a look at.
