There is an adapter for your 3 inch trailer hitch receiver that will allow you to use a ball mount with a 2 inch shank:

This will fit right in your 3" hitch and allow you to use your ball mount with a 2" shank. And the best part is, unlike other hitch reducers, this one will not reduce the capacity of your hitch by 50 percent, though it does have a 12,000 lbs towing and 1,200 lb tongue weight capacity.

To secure it to your 3" hitch you can use the Draw-Tite Trailer Hitch Lock # 63260.
