Question:
Blue Ox seems to be the popular tow bar and base plate combo with many RV motorhome owners. What is your recommendation between brands?

That's a good question, and when it comes to flat towing vehicles, our recommendations often come down to things like fit and how the part installs. Blue Ox is a really good option and make high-quality products, but so does Roadmaster and Demco.
So our recommendation will depend on the specific vehicle and how the base plates fit, and for your 2004 Jeep Wrangler, assuming you have the standard factory bumper, the best option is from Demco, the Demco Tabless Base Plate Kit # DM9519045.
There are a couple reasons for this, starting with the installation. The Blue Ox # BX1120 that fits your Wrangler requires some drilling into the frame of your Jeep to install and the Demco does not; if you can avoid drilling into your frame, that is always a better option. The other reason is the Blue Ox tow bar is very noticeable with extruding brackets where the tow bar attaches that can't be removed, while the Demco does not, it is a tabless design so it is a much better look.
The other reason I like the Demco is due to their compatible tow bars, including the best option, which is the Demco Commander II Non-Binding Tow Bar # DM9511012.
The Commander II is an easy-to-use tow bar that offers great maneuverability with its long arms, but is also the best value. The reason for that is integrated safety cables and an adjustable tilting head so a high-low adapter won't be needed. Having these features on a tow bar means you won't have to purchase them separately.
I have added a link below to a video review of the Commander to check out, as well as the installation instructions of the base plates if you'd like to take a look.
