Be sure to weld in a ventilated area and of course use gloves and eye protection. Make sure that the area is clean of any paint or rust. You can clean the area with a wire brush, but I recommend getting a wire bit for your drill to really get the bare metal showing. If you're welding something to your trailer that will take a couple of different passes I would recommend jumping around to prevent warping of the accessory or the trailer metal itself. If you're stick welding be sure to get the right size rod. Get it tacked into place and then start your run. Stop every 10 seconds or so and let the metal cool down, clean the slag with a wire brush and begin to weld again. If you're not comfortable with welding, I would recommend finding a local shop to weld it on for you.
