do you have a complete brake package for the typical Dexter 3500# axle, 5x4.5 - by complete, I mean backing plate, shoes, magnets, drums, bearings, seals, etc

A Dexter 3500 lb axle typically has spindles compatible with an L68149 outer L44649 inner wheel bearing (you'll want to check your existing bearings to confirm). If that's the case, and assuming your current hubs have a 5 on 4-1/2 inch bolt pattern, I'd recommend the # AKHD-545-35-EZ-K hub drum which includes the bearings, grease seal, races, dust cover, lug nuts, spindle nun and the spindle nut retainer.
For the compatible complete brake assemblies, I'd recommend the Dexter self adjusting brake assemblies, part # 23-468-469. This is a complete assembly, as shown in the video I've linked for you. Even the mounting hardware and mud/crud plugs for the brake assemblies are included.
