Can I purchase blue ox drawbars for a 2014 Honda CRV separately? I am considering the purchase of a vehicle that already has the tow bar kit installed.

Yes. There are a number of Blue Ox tow bars available, and generally all manufacturer's tow bars are directly compatible with their own base plates. I recommend using the Blue Ox Alpha 2 Tow Bar - Motorhome Mount - 6,500 lbs # BX7380, which is compatible with the Blue Ox Base Plate kit # BX2258 for the 2014 Honda CR-V and comes with safety cables included.
Since this vehicle has already been setup for flat towing, you may already have wiring and supplemental braking present, but if you don't I've linked a few of my recommendations for those below in addition to product review videos of all of these parts.
