Can you tell me which clip works the best for a 4-wire flat wire harness

Based on our customer reviews it looks like the Wire Frame Clip # CE16867A that you referenced has better reviews than the Wire Frame Clip # 464600. Either one should work fine, but if it were me I would go with the # CE16867A between those two.
Another option is the Metal Loom Clamp # A0500. You will need to provide some self tapping screws but this is the loom clamp that our installers here at etrailer use the most. These clamps are rubber coated to protect the wires and since they screw in place are very reliable.
