Troubleshooting Tandem Axle Trailer with One Overslung and One Underslung Axle

i bought a 16ft 2 axle open trailer, is there a reason they put the front axle below the leaf springs and the rear above the leaf springs? When its hooked to the truck the front wheels dont touch the ground.

It sounds like they didn't know what they were doing. You want the axles to be installed the same way, so either both overslung or both underslung. When the springs are on top of the axle, you will have better ground clearance and the trailer will sit higher. Depending on your desired coupler height, you will either want to remove the over-under kit or install one on the other axle.
If your axles are 2-3/8 inch diameter then you will use over-under kit # K71-384-00.
If you axles are 3 inch diameter then you will instead use over-under kit # K71-385-00.
