I have a falcon 5150 towbar that I used to tow a tracker. Now I have a 2001 Jeep TJ. What base plates etc. do I need to make the towbar work with the Jeep?

Since you have a Roadmaster tow bar, your best bet would be to use a Roadmaster Base Plate.
The base plate kit you need will depend on the front bumper of your Wrangler.
If you have a U-channel or single tube bumper, use # 1420-1. If you have a double tube bumper with NO front leaf springs, use part # RM-521424-4.
If you do not already have safety cables, use # RM-643 for a coiled cable or # RM-645 if you prefer a straight cable.
You will also need to wire your Wrangler for flat towing. If you click on the link, you can see the recommended alternatives for your vehicle. I would recommend the Hopkins Wiring Kit, part # HM56202, as it is very easy to install, with no cutting or splicing required.
Most states now require that any flat-towed vehicle be equipped with a supplemental braking system. If you click on the provided link, you can see the various options. The Roadmaster Even Brake, part # RM-9400 is the easiest to install.
According to my research, the 2001 Wrangler is capable of being flat towed without modification. It is recommended that you not exceed 65 mph while towing the vehicle, and that you start the vehicle as often as possible to keep the battery charged. You should confirm this by consulting your owners manual or with your Jeep dealer.
