We have the perfect brake kit for your 2003 Thor Tahoe Wanderer Toy Hauler. It's the etrailer Electric Trailer Brake Kit, part # AKEBRK-7-SA.
These electric brakes can fit 14.5" to 16" wheels and can handle axles from 5200 pounds up to 7000 pounds. They are self-adjusting and feature E-coated backing plates that resist wear and corrosion. They come with the driver side and passenger side, so you will need two sets to replace all four of your brakes. This fits a 5-hole flange mounting pattern, so be sure to verify that is what you have. I've linked to a video installation of these brakes to help you out.
It's good practice to replace your hubs when replacing your brakes. To determine which hubs will work for your setup, you will need to remove the inner and outer bearings of your current hub and find their numbers along with the number of your grease seal. If you can't find these numbers, I've included a picture for you to consult. Find the measurements of B, C, and D on that picture. Once we have those measurements and your axle capacity, I'll be able to help you choose the best hub kit for you.
