I plan to use this item on my trailer. Where is the proper mounting point for this safety chain loop? On the top or bottom of the frame?

With safety chain loops like the part # E950 you can install the loops above or below the frame of the trailer as needed. Most people install this below trailer hitches on the vehicle side like you see in the attached picture.
