can i use this as a base plate to tow my Ford explorer ? I measured the holes. They match up. Just need a way to hook to the tow bar

The Curt Front Mount Trailer Hitch Receiver - Custom Fit - 2" # 31540 is a fit for your 2003 Ford Explorer 4-door , but it is not a way to safely tow your vehicle. You will need to use a base plate kit like the Roadmaster Crossbar-Style Base Plate Kit - Removable Arms # 474-1 for example. I've linked the page to all your options to assist but a front mounted receiver can't be used in conjunction with a base plate.
