There is just one difference between the Pack'em Ladder Racks that you mentioned, which is the tower kits they come with, and that designates the type of trailer that they are designed to be used on, per the manufacturer. The towers have slightly different hole spacing and configuration depending on what they are designed for.
The Utility Trailer Tower Kit # PK-BMH is designed for easy install on an open trailer with side rails and is included with the Pack'em Ladder Rack for Side Rail on Utility Trailer # PK-28WL2-BMH.
The Utility and Enclosed Trailer Tower Kit # PK-BM is designed to be mounted on the exterior side of an enclosed trailer and is what comes with the Pack'em Ladder Rack for Exterior Side Wall of Enclosed Trailer # PK-28WL2-BM.
