  I went to our warehouse to pull get the Pack 'Em shovel rack # PK-23 to provide you some measurements. The outside diameter of the pre-cut holes is 2-3/8 inches and the internal diameter is 0.80 inches and can stretch to about 1.33 inches. The distance eye to eye is 4.36 inches or 4-3/8 inches. Typically they are designed to attach to the Pack Em' Rails part # PK-BM In your case I would be concerned with the strength of the steel you were mounting to. If you were to reinforce those areas to ensure that your hardware would not pull out you can use them where you want.   My contact at Rack 'Em confirmed that you will need their adapter kit # RA-STIHL in order to mount your Stihl BR350 blower on their Rack for Open Utility Trailers # PK-BM-23-OP1. Since different trailers require different lengths of hardware to mount the rack you can source that locally; just be sure to use four each Grade 8 bolts, washers, and lock nuts.

  The only type of shovel rack we offer for open utility trailers is the Pack'Em Rack for Open Utility Trailers part # PK-BM-23-OP1 which allows for up to six straight-handle shovels to be carried. It will be bolted directly to the side rails and is not easily removable.
