Can Roadmaster Dual Hitch Receiver Adapter be Used for Towing and a Bike Rack

On my 2 inch hitch I use a riser that is about 4 or 5 inches dont know exactly where to measure to make my pop up tent trailer level. I was wondering if this accessory would enable me to install my Hollywood electric bike rack on top. So I would be using this adapter and then into the lower connection put my riser, attach trailer, and then the bike rack above.

You are on the right track of thinking, but the Roadmaster Dual Hitch Receiver Adapter # RM-077-8 actually isn't rated for towing a trailer so we need to look at a slightly different with the Gen-Y Hitches. For your application you could probably use part # 325-GH-303 or # 325-GH-304 as these are somewhat similar to the Roadmaster that you were previously looking at and they are definitely rated for towing and utilizing your bike rack.
When it comes to the correct height of your ball mount you want to measure from the ground to the bottom of your trailer coupler and then from the ground to the top inside of your hitch receiver and get the difference. If the hitch is higher then you need a drop, but if the trailer coupler is higher you need a rise. I am attaching a helpful article for you to check out on this.
