The Thule Vertex 2-Bike Rack part TH9028 would require two total lock cores for security which come with the Cable Lock part # TH538XT and Hitch Lock part # THSTL2. If you want to replace both with the same key then you'd need the Thule One-Key System Lock Cylinders part # TH450200. If you only want to replace one, you'd could indeed just use the Replacement Lock Cylinder and Premium Key for Thule One-Key Systems part # 1500004217 (Key Code 217) but you'll also need the Thule Change Key part # 853-1251.
