Can D-Ring of Buyers Products 1" Forged 360 D-Ring # 337B51 Still Move if Welded

Swivel weld-on? How does this swivel if it is welded on? Where are the weld points? How does it swivel once it is welded?

The two base pieces of the Buyers Products 1" Forged 360 D-Ring # 337B51 get welded to the mounting surface and to each other but the D-ring itself does not which allows it to pivot as needed. Basically once the base pieces are weld in place they trap the D-ring in the U-shaped slot which allows it be secure and also pivot.
