In order to flat tow your Outlook, you would need base plates, a tow bar, safety cables, wiring and in most states, a supplemental braking system.
I would recommend the Blue Ox # BX3330 base plate kit, which would work very well with the Blue Ox Alpha tow bar, part # BX7380. Safety cables are included..
There are many different methods of wiring the dinghy so that its lights work in tandem with those of the motorhome, ranging from a magnetic mount system like part # RM-2120 to a custom fit system like the Hopkins Harness, part # HM56301. I really like the bulb and socket kit, part # RM-155. The kit installs by drilling a hole in the rear of the tail light assembly and adding an additional bulb. This kit is easy to install and once in place, will remain completely independent of the wiring system of the towed vehicle.
Of the various braking kits offered, I would recommend the Roadmaster InvisiBrake, part # RM-8700. The InvisiBrake is a set it and forget it type installation. A stop light switch, part # RM-751221 is also needed.
My research indicated that the 2008 Outlook is capable of being flat towed without modification, but I would recommend confirming that with GM.
