The Threaded Anti-Rattle Hitch Pin Lock for etrailer Cargo Carriers # e99047 uses an M16 bolt while the Thule bike racks fit with an M12 bolt so they unfortunately aren't compatible.
This just means that you need to use the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 to fit your Thule bike rack. If you just need the bolt then that can be found as part # 853-5917.
